Tourism development potential of the Pacu Jalur festival in Riau Province, Indonesia

Abstract

This study explores the potential for developing the traditional Pacu Jalur boat race festival as a cultural tourism attraction in Riau Province, Indonesia, within the framework of regional economic development. The research was conducted in Kuantan Taluk using a qualitative descriptive approach. Key informants consisted of local residents living near the event venue along the Narosa River. Data were analyzed descriptively to identify internal and external factors influencing tourism development. The findings reveal that internal factors such as event attractiveness, infrastructure, facilities, and management capacity play a crucial role in shaping tourism development. Among these, the festival’s cultural appeal emerges as the strongest element, whereas infrastructure remains the main challenge. Externally, socio-cultural dynamics, political and governmental support, economic conditions, and technological advancements significantly affect the development prospects. Technological progress offers the greatest opportunities, while political support is relatively less prominent. Overall, the Pacu Jalur festival demonstrates substantial potential for further tourism development, supported by favorable internal and external conditions.
